In this course, participants will learn about ways to raise revenue for ambulance and fire protection districts other than property taxes and charitable donations and fundraisers. Participants will learn about sales and local use taxes, property tax rollbacks from sales tax collections, service fees, and the non-impact of the Missouri Constitution’s “Hancock Amendment” on non-property tax revenue. Participants will also learn about voter-approved bonded indebtedness, including maximum bonded indebtedness amount, duration, and interest rate, the timing and order of events for bond elections, including the election timing on voter supermajority amount required, the bond retirement process, setting the debt retirement budget and levy, and what to do with overcollection of property taxes for debt retirement.
