As a part of the FY05 budget process, the state Office of Administration, Division of Budget and Planning requested information from the Coordinating Board for Higher Education about measures higher education institutions have implemented to improve efficiencies. The request also was for information about quality improvement processes. The UM System Office of Budget Planning and Development included information about UO/E in its response:
UO/E reduced administrative positions related to field operations and diversity for an annual reduction in cost of $200,000.
UO/E invested in the use of mail list software that is distributed to county offices to keep mailing lists accurate and up-to-date. In addition, the use of electronic newsletters, web access to information and e-mail have reduced the amount of returned mail and contributed to a $40,000 reduction in annual mailing costs.
UO/E has increased the recovery of facilities and administration costs on grants by 76 percent since FY01.
For the four-year period, FY00-FY03, a total of 628 credit courses were delivered through the Missouri TeleCenter Network to 4,318 Missourians. Non-credit courses totaled 1,544 with a total enrollment of 11,689. Computer course offerings totaled 860 for 6,805 learners. These courses were offered by 15 institutions of higher learning, including the UM campuses in Columbia, Kansas City, Rolla and St. Louis. The TeleCenter Network, which is managed by UO/E, is making education accessible to Missourians in remote locations.
UM Curators approved the promotion of Steve Knorr to the position of UM System vice president for governmental relations, effective immediately.
In his new position, Knorr will oversee all state and federal relations for the UM System and its four campuses. Curators authorized President Elson Floyd to establish the position at its July 24-25 meeting.
Knorr, 37, graduated from MU in 1988 with a bachelor's degree in agricultural economics. He came to the University in 1994 as director of development for the MU College of Agriculture, Food and Natural Resources. He held the position of assistant to the president for federal relations since its inception in 1998.
