Letter from EVP Turner: Funding for higher education again reduced

Gov. Holden announced yesterday that he will veto the Higher Education bill as revised by the General Assembly during its special session. He also will ask the Legislature to approve a 90-day emergency spending bill to fund education at levels set out in the budget approved by the General Assembly. That budget includes a $23.8 million cut to the University of Missouri. The governor also announced that an additional $20 million will be withheld from higher education for FY04 beginning July 1. The announced withholding will result in a $10 million reduction in UM’s budget for the year beginning July 1, 2003.

The bottom line - following a slightly less than expected core cut but with an additional FY04 withholding - is that UO/E’s budget will be reduced about $360,000 more than we had planned. We will manage this added reduction in the same way we have planned to manage the core cuts in FY04.

As reported in last week’s Weekly News, we will proceed to fill the 24 field faculty positions as well as maintain opportunities for professional development. UO/E’s programs and services must be sustained and not compromised.

We will continue to explore options to maximize UO/E’s human and financial resources while delivering the educational programs and services Missourians need and want. As the budget saga in Jefferson City continues to unfold, I will keep you informed of new developments.
