The pending changes in penalty mail have raised questions regarding bulk mailing and regulations, says Callie Glascock, assistant director of Administrative Management.
Under the new guidelines, each county office will have to secure a bulk mail permit through their local post office. Information about the application process is available through local post offices or on the USPS website. Offices will be required to provide proof of non-profit status when submitting the application. The University of Missouri tax-exempt letter may be used to prove non-profit status.
Specific details on how regulations may change are not known, such as the requirement for penalty slips, Glascock says.
Regardless of regulation changes, the UO/E Graphic Standards will continue to require the cooperating statement -- "University of Missouri, Lincoln University, U.S. Department of Agriculture & Local University Extension Councils Cooperating" -- on letterhead and other printed materials. "Although the cooperating statement was always included on our letterhead for penalty mail purposes, it also identifies our major funding partners and highlights our partnership with Lincoln University and county extension councils," says Sandy Stegall, extension communications coordinator.
