Dear Colleagues:
Earlier this week, I met with University of Missouri Extension Association board members where I reported the latest information we have on state appropriations to the University. We won't know the final figure until the end of the special session, but we anticipate that the University of Missouri will receive a 6.8 percent cut. Last week the governor announced another withholding for higher education for the current fiscal year, which ends June 30. University Outreach and Extension's share of the withholding is $288,705, which we will cover through reserves. Additional withholdings in FY03 are possible.
I also discussed the 2 percent compensation pool approved by the Board of Curators for the coming fiscal year that starts July 1. The instructions from the Board are that those adjustments be made based on merit and market to the extent that we can. Also beginning July 1, the University's share of employee benefit costs will increase 6 percent to 31 percent of salary. The amount of the benefit cost increase to be paid by university employees will be determined later this year.
In view of the expected state budget cuts and increased salary and benefit costs, it is apparent that reductions will need to be made in the Outreach Development Fund, campus allocations and the telecenter budgets. These reductions will help offset increased operating costs next year and will enable us to fill some of the regional faculty positions that have remained vacant.
Next week, I hope to provide you with a complete summary of the steps we will take to balance the FY'04 budget.
