Dear Colleagues:
Missouri higher education received good news last week. The Governor and the General Assembly have agreed on plan to balance the state's FY03 budget. As a result of that agreement, a total of $9.6 million will be withheld from the total UM system budget. About 55 percent of that amount will be absorbed by UM System administration. University Outreach and Extension's reduction will be $322,000.
As you know, the Governor has recommended a flat budget for FY04, and both the Governor and legislative leaders have stated publicly that they desire to shield higher education from further reductions in FY04.
In the meanwhile, we must make decisions that help us focus UO/E resources on citizens' highest-priority needs. I have asked the UO/E 2004-2005 Resource Management Advisory Committee - a group of 28 campus program leaders, regional directors, field faculty and MECCLC representatives - to advise me on resource decisions for the coming year. The group met this week and will meet again in March. There are no magic bullets, but I have confidence that working together, we maintain our resource base and increase our ability to fulfill the UO/E mission.
