Council ITV provides tips for communicating with legislators

Braving cold and snowy weather, about 65 county extension council members and UO/E staff members at 14 ITV sites across the state participated in Council Leadership Development training, Feb. 6.

The Council Leadership Development Committee, co-chaired by MECCLC Chair Tony DeLong and SW Region Director Bev Coberly, presented a preview of council orientation materials that will be mailed to county council chairs and CPDs in a few weeks. Presenters Joan Robinson, MECCLC board member from St. Louis, and Rick Mammen, SW agronomy specialist, outlined materials that also will be available on the Missouri Extension Council website.

UM Executive Vice President and Director Ron Turner discussed messages that council members can share with legislators on Legislative Day, Feb. 26, in Jefferson City:

1) Thank you for your support of higher education, the University of Missouri, and University Outreach and Extension.

2) For the current FY03 budget year, shield higher education from any further cuts or withholdings this year.

 3) As the FY04 budget is developed, protect core funding for higher education from any further cuts.

Jim Snider, assistant to the president for state governmental relations, encouraged council members to make appointments for visits with legislators in advance of Legislative Day and said no one is better positioned to talk with legislators about UO/E's impact than council members. Rep. Vicky Riback Wilson (Dist. 25) gave tips for communicating with legislators at Legislative Day and throughout the year. She stressed "staying on message" rather than trying to cover too many bases. She also said that sharing testimonial letters from those who have benefited from UO/E programs and letters from clients stating how cuts in UO/E funding have harmed them would be well received. Wilson and DeLong role-played the delivery of a testimonial letter to a legislator. (See "Before You Call.")

The legislative ITV council training session will be repeated statewide, Feb. 13. Council members evaluating the Feb. 6 session said they were better prepared to be effective communicators with legislative representatives and that ITV is "a good way to keep in touch. You can get a lot of different views and backgrounds in 'one place' at one time and deliver to a diverse audience."
