Proposal and Reporting Guidelines
University of Missouri campus and field faculty
are eligible to submit proposals for funding high quality programs
that help to improve the lives of Missouri residents. The
submission date for new proposals is May 1 of each year. The
submission date to continue
existing projects/programs is April 1 of each year.
Proposals should contain the following sections for favorable
consideration.
1. Cover Page
This form provides basic
information, such as:
- project/program title
- project director
- estimated program duration
- total budget request
- synopsis
The project director named on the cover page will be
responsible for the project/program activities, outcomes and
budgets. One person should be identified as the project
director.
The synopsis provides a brief descriptive
statement, of 200 words describing the program.
2. Proposal
a. Situation
Analysis and Assumptions
(Max Points=5)
Provide a clear, succinct rationale that describes the
relevance of the issue to be addressed and the relationship to
the Extension 21st Century Strategic
Direction, program
priorities and outcomes. Use baseline data to show relevance.
Include a discussion of how this project relates to the critical
success factors. Discuss the potential for increased knowledge, skills and
behavior change. (check to see if this description matches what
is being taught as situation analysis)
b. Inputs (Max Points=30)
Quantify the organizational inputs (staff and current budget)
that will be used and indicate how time of staff will be
reassigned by supervisors to ensure success. Indicate whether the
program is multi-campus, multi-disciplinary or multi-state.
Identify the role of partners and their inputs/contributions. Develop a time line for accomplishing
tasks and indicate who is responsible. Specifically address
the use of technology for program development, training,
implementation and access. Discuss any marketing
strategies you plan to use.
c. Outputs (Max Points=30)
1. Activities. Describe the activities and methods.
Identify program objectives and indicate how results will be
communicated.
2. Participation.
Indicate who will be reached with the program and quantify targets
for performance measures. Performance measures at this level might
include measurements of activities and customer satisfaction.
d. Expected Outcomes for Learners. (Max Points=30)
For each of the areas
below, list the outcome and the performance measure. Describe
evaluation strategies, including procedures, for collecting and
reporting data related to key performance measures (recommend 4 to
6 indicators).

Budget
projections may be developed for multi-year projects, however,
funding is approved annually. List the amount requested, use of
the funds, matched or leveraged funds. Describe how this
project/program will become self-sufficient when outreach
development funds end.
The funding period will be July 1 of a given year to June 30 of
the following year. All
obligations of Outreach Development Funds, including employment,
should parallel the yearly funding time frame.
The budget should be submitted using the recommended excel form.
3. Website - The
project director is responsible for insuring all approved
projects/programs have a website describing the program
accomplishments and products. Websites related to this project
should state that "partial funding for this project/program is
provided by the University of Missouri Outreach and Development
Fund."
The project director should send the website address (URL) to the
assigned system program director and the ODF Proposals
mailbox address (ODFproposals@umsystem.edu) via your email
application.
Websites should contain a map of Missouri showing the documented
levels of learning that is place specific by county or
community. Criteria for the map is as follows:

Approved projects/programs will NOT continue beyond
the specified duration. Thus, funding will not be extended
past the project/program ending date. Continued funding will
only be possible with submission and approval of a request for
continuation.
SELECTION CRITERIA
Proposal funding is based on the following criteria:
1. The proposal is an innovative, high
priority project/program that strengthens regional and
community-based educational efforts.
2. The proposed project/program involves
regional faculty, staff and learners in design and implementation.
3. The proposal demonstrates the
potential of becoming self-sustaining within a three-year period.
4. There is identified commitment of
other resources to leverage Outreach Development Fund support and
to ensure faculty commitment to project/program expected outcomes.
5. The proposed project/program is cost
effective.
6. The proposed project/program is
developed according to the program logic model and designed to
accomplish outcomes.
7. Outreach Development funds are available.

- Inputs –
Report on whether the program inputs that were initially planned
have materialized as expected. Indicate the FTE of staff devoted
to the project/program from the field, campus, and partners.
Report on progress towards the timeline, explaining any
significant deviations from plans. Report on how technology was
used.
- Outputs
– Report on activities that have been conducted. Report
on customer participation in the project/program.
Quantify the outputs.
- Outcomes –
Report on learning, action, and impact outcomes,
quantifying outcomes and documenting results.
- Budget –
Indicate whether the budget is on-target for full expenditure
within the year.
- Key questions and future directions
