Cafeteria Plan
Effective January 1, 2008, legislation requires that employees be
offered the opportunity to have their medical insurance costs
reduced from their paycheck as a pre-tax deduction. The University
of Missouri-Extension has worked with ASI to develop a boilerplate
Cafeteria Plan document that counties can adopt to cover the county
secretary health plan. Data from each county was collected to
complete a county specific Cafeteria Plan Document from the
boilerplate.
In October 2007, all County Program Directors were provided the
“Extension” Cafeteria Plan document to present to their respective
County Councils for review and approval. Each Council needed to sign
the Cafeteria Plan document, retain the original of that form on
file in the county office, and mail a copy to Secretary Benefits
Coordinator’s office.
If a county currently offered a cafeteria plan, and the Council was
satisfied with the current plan, then they did not need to complete
the “Extension” 2008 Cafeteria Plan Document. However, the Council
was and is still legally required to keep a copy of the Plan
Document in the county office files. Councils were requested to send
a copy of the plan document they currently use to the Secretary
Benefits Coordinator’s office.
Additionally each county secretary enrolled in the MCHCP health care
plan was required to complete the
Enrollment Opt-In or Opt-Out form. The original of the
Enrollment Opt-In or Opt-Out form should be retained in the county
office files and a copy sent to the County Secretary Benefits
Coordinator’s office.
This form should also be completed by any additional
secretaries/county employees who are hired and choose to enroll in
the MCHCP medical insurance.
The Enrollment Plan selection will automatically renew each January
1 and remain in effect through the calendar year. During the
initial (or automatic renewal) period, the agreement will be
irrevocable and cannot be changed except under special circumstances
as outlined in the Summary Plan Description.
To change and existing Enrollment Form, the secretary will need to
complete a new form prior to December 31st of each year.
The new form will need to be retained in the county office files and
a copy sent to the County Secretary Benefits Coordinator’s office. |
