**Counter-cyclical payment rates are based on the national average marketing year farm  
price as reported by USDA's National Agricultural Statistics Service (NASS). This price is a  
weighted average price based on farmer marketing's and prices received throughout the  
nation during the 12-month marketing year.    
       
Column (1) is the 12 month Crop Marketing Year.    
       
Column (2) is the National Average crop price for the month.  The NASS monthly price can  
be found at the following site:  http://jan.mannlib.cornell.edu/reports/nassr/price/pap-bb/  
The monthly prices are released at the end of each month.    
       
Column (3) is the 5 Year Average of the Monthly Percentage Marketed for each month.  
This is not the actual weighted average for 2003 - 2004.  USDA will determined the  
monthly weighted average at the end of the marketing year.  Use this column only as a  
guideline.  The historical monthly percentage marketed can be found at the following web site:

Column (4) is the Year to Date or Cumulative Average Monthly percentage Marketed  
from Column (3).        
       
Column (5) is the Weighted Average Monthly Price for calculating Counter-Cyclical Payments (CCP).
It is calculated by multiplying Column (2) and Column (3).  The sum of the 12 months  
gives the national weighted average price for calculating CCP.  The 12 month CCP price  
is summed up in the 12 month total row.    
       
Column (6) is the Year to Date or Cumulative Weighted Average Monthly Price.  
from Column (5).        
       
Column (7) is the Year to Date or Cumulative Weighted Average Price which is used to  
determine the amount of the CCP.
