Scotland County 4-H Council Constitution
ARTICLE I
Name: This organization shall be known as the Scotland County 4-H Council.

Purpose: The purpose of this organization shall be:

By-Laws of the Scotland County 4-H Council
1. The president shall preside at all meetings of the county 4-H Council.
2. The vice-president shall perform the duties of the president in the even of his or her absence.

6. The 4-H Council shall hold 6 meetings as follows:
7. Ten Voting members shall constitute a quorum of the County 4-H Council and three members shall constitute a quorum of the Executive Committee.
8. The officers shall serve no longer than 2 consecutive years. The Adult Advisors shall be elected for 2 year terms with 1 advisor elected every other year.
9. The election of officers shall be held at the regular meeting in September.
10. The Nominating Committee shall be the Executive Committee. They shall present a slate of perspective officers at the September meeting.
11. Any officer failing to attend 3 consecutive meetings without reasonable excuse, shall be automatically out and the Executive Committee shall fill the office.
12. The Executive Committee shall plan the program for the ensuing year. Standing committees shall consist of: Achievement, Art Hall, National 4-H Week, Finance, Recognition Event and Awards, Royalty, Constitution and By-Laws, and Dress Review. The members will be appointed for a 1 year term and authorized by the council.
13. All Council members unable to attend the meeting shall have the right to vote by proxy through a representative of their club.
14. The Scotland County 4-H Council has specific requirements for individual 4-H Club members.

These by-laws may be amended at any meeting of the Scotland County 4-H Council by a two-thirds vote of the members present, providing the proposed amendment has been discussed at a previous meeting or a notice of such an amendment has been sent to council members at least 10 days prior to the meeting.
16. This Constitution and By-Laws shall be checked and revised every 2 years if needed.
