Annual Meeting of the Missouri Association of County Agricultural Agents
November 18, 2003

The meeting was called to order by Chairman Dave Whitson at 6:45 PM. An invocation was offered by Secretary Tim Schnakenberg. President Elect Mary Sobba welcomed and introduced Mike Christian of the Kansas Association to the group.
Tim Schnakenberg presented the minutes of the November, 2002 Annual Meeting. Mark Stewart motioned to approve the minutes as presented. Seconded by Tom Hansen. Motion carried.
Treasurer Parman Green presented the financial and membership report. The checking account carries a balance of $2,390.67, a CD contains $1,000, for a total amount of $3,390.67 on hand. Bank Midwest is the current bank used by the association. Parman plans to send an email out with an invoice for dues in the near future. Gary Naylor moved to approve the Treasurers report. Seconded by Ted Fry. Motion carried.
Mary Sobba initiated the committee reports.
Mark Stewart announced that the NACAA AM/PIC pretour this year will be in the area of animal science and that CEUs will be available for the Tuesday general meetings.
Bruce Beck gave the Professional Excellence committee report. He stated there were some complaints about the judging of poster sessions at the Wisconsin AM/PIC. Mary Sobba and Randy Saner discussed the process of the scholarship auction at AM/PIC. Mary Sobba encouraged the members to participate and to apply for scholarships. Randy Saner said the deadline is June 1.
David Whitson gave the Ag Economics committee report. He stated that the JaCees have been soliciting UOE for support of their Outstanding Young Farmer program. Bob Schultheis reported from the Forestry and Natural Resources committee that their name has now changed to just “Natural Resources”. He stated that the committee has broadened their scope to include areas such as land use management and water quality. Jennifer Barnes reported from the Horticulture and Turfgrass committee about her RISE horticulture study trip. She stated that 46 applied to participate nationally and there was only one from UOE participating. She encouraged more participation from the association for next year’s Texas, Oklahoma and Missouri tour.
Tim Schnakenberg discussed the activities of the Early Career Development committee. He encouraged participation in the educational programs offered by the committee at the AM/PIC.
Dave Whitson encouraged members to become involved with the national committees. He recognized the outgoing national committee chairs and vice-chairs: Early Career Development – Tim Schnakenberg; Professional Excellence - Bruce Beck; 4-H and Youth – Shawn Deering; Public Relations – David Whitson. The members who will be going on a national committee included Mark Stewart (Livestock) and David Whitson (Ag Economics).
David Whitson reported that 43 MACAA members and guests attended the Green Bay, Wisconsin AM/PIC. Tim Schnakenberg reported the results of the delegate session, including who the new national officers are, the approval of a $10 national dues increase, the vote to not participate in the 2008 Galaxie III Conference and the acceptance of the bid from Michigan to host the 2007 AM/PIC. Other delegates from Missouri in 2003 were David Whitson and Mary Sobba.
NEW BUSINESS
David Whitson introduced Mike Christian, the NACAA North Central Director from Kansas. Mike discussed a proposal from North Dakota to realign the regions. He also elaborated on the delegate session at the AM/PIC. He informed the group that the NC region has received $12,000 in scholarships. Mike also discussed committee membership from the NC region and complimented Missouri for our involvement.
David Whitson discussed the increase in national dues and the need for our regular dues to reflect this change. Mark Stewart moved to approve a $10 dues increase to cover the national dues increase. Seconded by Bruce Beck.. Motion carried.
Don Day moved that we adjust our bylaws to raise the dues automatically with with national dues increases. Seconded by Bill Casady. Motion carried. It was discussed that this must be voted on again in May at Annual Conference.
Randy Saner provided the nomination committee report. Todd Lorenz and Kevin Hansen were presented as candidates for the Secretary position. Kelly Dyer moved that nominations cease. Seconded by Parman Green. Motion passed. Ballots were distributed and Matt Herring and Mark Stewart were selected to count ballots.
David Whitson introduced the new members of MACAA: Dina Peebles, Ag Business Specialist in Gasconade County; John Hobbs, Ag / Rural Development Specialist in McDonald County; Wesley Tucker, Ag / Rural Development Specialist in Hickory County; and, Gordon Carriker, Ag Business Specialist in Christian County.
The ballot counting committee reported that Todd Lorenz would be our new Secretary.
Don Day congratulated the DSA and AA winners (DSA: Gerald Bryan; Parman Green AA: Mick Gilliam)
David Hoffman asked the association if it would be willing to cover some of the costs of the Galaxie conference shortfall. Tom Hansen moved that MACAA donate $500 to UMEA to cover the conference. Seconded by James Thompson. Motion passed.
Tim Schnakenberg asked if regional representatives were still appointed and soliciting new memberships. Ted Fry motioned that the officers research the possibility of changing the bylaws and submit two proposals to the membership prior to the spring meeting for approval. The membership would need to be polled on whether a membership committee should be formed with representatives from each region or regional representatives would be selected who would assist the Board of Directors with membership drives and association business and policy. Seconded by Mark Stewart. Motion carried.
Until a final decision is made, regional representatives were sought to help with soliciting members. The following volunteered representing their region: CM - Mark Stewart; SE – Bruce Beck; SC – Randy Saner; SW – David Whitson; WC – Kelly Dyer; NW – Kevin Hansen; NE – Jennifer Barnes; EC – Matt Herring; Campus – Bill Casady. These members including the officers will serve as the bylaw review committee.
Parman Green recommended an audit of the association books. Members appointed to conduct the audit included Gordon Carriker, Wesley Tucker and James Thompson.
Mary Sobba announced a raffle for a turkey call made by Dan Burkhart of Iowa. It was given to MACAA for our involvement in a national program. Donations were accepted that evening - $1each or 6 chances for $5. The proceeds would be used for the next scholarship.
Mary Sobba presented a plaque to Dave Whitson for being President for the ’02-’03 year. Dave expressed his appreciation to the membership for their support. Dave turned the gavel over to Mary Sobba who will serve as the new President.
Ted Fry made a motion to adjourn the meeting. Seconded by Mark Stewart. Motion carried.
