MAEP Membership Meeting

President Todd Lorenz called the meeting to order at 7:12 p.m.
Special guest present was Chuck Schwartau, NACAA North Central Region Vice Director, University of Minnesota Extension. Agenda
Todd proposed to move a few bullets down towards later in the program, and to add a report on the ESP Visioning Process. Gordon moved to approve the agenda with the aforementioned changes; Randy seconded the motion; the motion passed.
Minutes
A motion was made by Bob Schulteis to approve the minutes of the 2005 MAEP membership meeting; the motion was seconded by Karisha and all were in favor.
Treasurer’s Report
Kevin reported that MAEP is up approximately $850 from October 2005 to September 2006. As of the calendar year we’re down $500. There are two outstanding bills at approximately $111 for plaques to be awarded at the meeting. Tim S. made the motion to approve the treasurer’s report; the motion was seconded by Parman; all were in favor.
Awards
Outstanding Young Farmer Update
Dan announced that the nominees for the award in Missouri were Jason Buckman of Centralia (nominated by Jaycees), Darin Schnarre of Centralia, and Ryan Rhode of Lone Elm (both nominated by MAEP members). Jason and Darin made it into the top 25 of the national competition. If they make it to the top 10, their expenses to attend the conference next year will be paid for. Applications will be due August 1st of next year. Chuck added that the first round of applications has become much simpler, and that the winner automatically becomes a member of the national fraternal organization. Ag Leadership Award
Tim reported that this award, started again two years ago, is awarded to individuals who have significantly contributed to Missouri Agriculture and Extension. It is to be awarded tomorrow. The two nominees are Rex Ricketts, who has been with the Commercial Agriculture program for 17 years (nominated by Amy Schmidt), and Paul Davis, Extension Council member at Boonville and owner of Interstate Marine Terminal (nominated by Todd Lorenz).
DSA/AA & Hall of Fame Award
Matt Herring gave an update on the Distinguished Service Award (DSA) and Achievement Award (AA) that he and Don Day worked on. The DSA goes to a member with over 10 years of experience; last year’s winner was Mary Sobba. The AA goes to members with 10 years or under; Karen Funkenbusch won this award last year. The Hall of Fame Award was awarded to Eldon Cole, who started as a Balanced Farming Agent in Saline County in 1964, then became a Livestock Specialist in Lawrence County in 1968 and has been there ever since. Members are urged to vote as soon as possible so the process can be wrapped up in a week or so. Mary and Karen were recognized at the AM/PIC in Cincinnati, and they will also be recognized tomorrow.
Committee Reports
ESP Visioning Session
Added to the agenda was the ESP visioning session. Bob Broz reported that the session occurred yesterday with the newly elected officers of the professional associations. They discussed strengths, weaknesses, opportunities, and concerns with Extension, and developed a common message to take to the new Vice Provost of Extension, Michael Ouart in January. Members of the group included Bob, Miranda Duncan, Terry Egan, Karen Elliott, Sarah Staude, Todd Lorenz, Randy Saner, and Mark Stillwell. Mark Stillwell added that training, resources, program planning/reporting/development, and lack of communication were also discussed. The group had concerns with Extension not getting promoted, the Professor Xtension campaign, etc.
Todd will send out the file via e-mail, and would like comments.
Nominations (Elections) Committee--Nominations for Secretary
Tim Schnakenberg presented the nominations for MAEP secretary from the nomination committee: Matt Herring and Kent Shannon. The Secretary will become President Elect after a year, followed by President. The past 3 presidents served on the committee: Dave Whitson, Mary Sobba, and Tim Schnakenberg. David Whitson moved to cease nominations; seconded by Randy; all in favor. Matt Herring received the most votes and will assume duties as Secretary.
Regional Representative Appointment
Parman Green reported that the regional representative for the West Central region needed replaced. Wayne Prewitt has agreed to serve.
Committee chairs will remain the same. If someone would like to serve on a committee, they can have their name added as a co-chair.

Parman would like to get life members more involved, perhaps through a summer meeting, or at annual conference. He encouraged member participation at the AM/PIC.
State Specialist Update
Todd Lorenz reported that Marcia Shannon has been encouraging state specialists to join their respective state associations. Dave Baker explained that the old association has been restructured with new by-laws. A list of needs/desires of state specialists is to be given to administrators. What the state specialists are doing shouldn’t compete with MAEP. Marcia Shannon is chairperson of the group, with one person from each of the six divisions on the executive committee (including Vet Med).
Old Business
Ohio AM/PIC Report
Todd Lorenz gave on update on the 2006 AM/PIC in Cincinnati. Approximately 50 members attended. The turnout and the program were good. Two first-timers attended: Randa Brunkhorst and Donna Aufdenberg. Dave Baker was thanked for hosting MAEP in his suite as a place to meet, and for supporting the association.
NACAA Report
Chuck Schwartau, North Central Regional Vice Director, shared a DVD from the Michigan State group for the upcoming AM/PIC in Michigan. At least 200 hours of professional improvement sessions are to be offered. The slogan is “Michigan: Great Lakes, Great Sights, and Great Times”. It will be held July 15-19, 2007 in Grand Rapids, MI. The challenge from Phil Durst from MSU is to have 35% of every state’s membership to attend, compared to the 22-25% average. The meeting is a great family event which other organizations can’t provide. The NACAA website has been improved. It includes the regional newsletter, policy manual, committee lists, etc. There will be electronic submission of entries. Chuck asked that members update their membership info on the website. Congratulations were extended to Mary and Karen for their awards. Serving on national committees are Mary Sobba, Mark Stewart, Jennifer Schutter-Barnes, Dan Downing, Dave Whitson, Todd Lorenz, Don Day. It is Missouri’s turn in 2007 at the Grand Rapids meeting to nominate. In 2008 the NC region can nominate a Vice President. Chuck reminded the group that the JCEP Regional Leadership Conference will be in St. Louis in late February/early March; the PILD Conference will be in Washington D.C., April 23-25.
New Business
NC Vice Director Election
Todd announced that the nominees for this position are himself (nominated by Tim Schnakenberg) and Mark Stewart (nominated by Dan Downing). Dave Whitson made a motion to cease nominations; Randy seconded the motion; the motion passed. It was a tie vote. Parman Green moved to have the membership vote via e-mail; Wesley seconded; all in favor.
AM/PIC Bid Opportunity
Todd discussed with the group the opportunity for MAEP to host the 2011 AM/PIC. The Iowa State group had planned to bid but their administration backed out. Todd talked to Chuck Otte and Dave Baker about the idea. The Kansas association met last week and is willing to co-host with us. Dave Baker advised that MAEP will need to talk to the new director before anything is approved. Administration is worried about cost and manpower. It was reported that we tentatively have support from life sciences industries. MAEP would have to raise $250,000-300,000. There might be matching grants available from the Missouri Department of Agriculture. MAE4-HYW is also bidding on a national meeting in 2011. The bid will be put in with Illinois so the meeting will be in St. Louis in October 2011. There might be competition for resources with two national meetings in the state in the same year. A core committee in MAEP would work with administration, with committees working on all aspects of the meeting. States who have hosted meetings in the past have been able to get their regular workload done in addition to working on the meeting. Chuck updated the group on cost-sharing between the national and state associations, and those formulas should be ready by 2009. A host state would be responsible for $200,000 or less. NACAA guarantees a host state won’t lose money on hosting a national meeting. In several cases, states made money. The state association gets $1000 from NACAA to get committees started. The last time Missouri hosted a meeting was 1959; perhaps it could be paralleled with the 4-H meeting? Todd reported that we have until 60 days of the national meeting to decide. Mark moved to vote on the bid for hosting the 2011 AM/PIC, seconded by Randy Saner; Dave Whitson called for the question. Mark amended the motion to put a vote in front of the membership electronically; Randy seconded the motion; all were in favor. Todd will send out an e-mail to the membership. Mark Stewart called for the question. Tim Schnakenberg nominated Randy Saner as chairman of the national meeting committee; David Hoffman seconded; all were in favor. Todd has been in communication with the life members regarding the situation.
Tim Schnakenberg presented Todd Lorenz a plaque for his term as president, noting that Todd was “passionate about MAEP and NACAA”. Todd then passed the gavel onto to Parman Green.
The meeting was adjourned at 9:38 p.m.
