President's Message
by Jim Ollar, ESP President

Spring is the time of renewal and MO Alpha ESP is experiencing springtime renewal of memberships by several colleagues. Welcome again to renewing members we look forward to your continued participation and fellowship. As I mentioned in the last newsletter, everyone one of us is on the membership committee. If each encouraged just one colleague to join us the "math" is easy. The MO Alpha chapter would double the number of those serving and being served.

Thanks to Susan Mills – Gray for representing us at the Public Issues Leadership Development session in Washington, D.C. ESP continues to be involved in the national scene in support of legislation and administrative actions important to Extension staff nationwide.

Thanks to Bob Schultheis for developing the MO Alpha web page, http://outreach.missouri.edu/esp/. Such developments are continually under construction so forward any content ideas to Bob.

Thanks to Pat Snodgrass for distributing information about the Loan and Fellowship fund. Over many years this permanent endowment has been used to recognize and to memorialize numerous colleagues. Tens of thousands dollars of professional development has been supported by income from this growing fund.

Thanks to Karla Spencer, President Elect, for taking on the ESP newsletter responsibility. We all know and appreciate the challenge of being the designated news gatherer and publisher.

I am representing ESP in planning for Annual Conference. The challenge this year is to provide a meaningful experience in a noon to noon, one-day format. It does appear that ESP will continue be able to have its annual meeting at a breakfast session. The planning committee remains very supportive of the ESP hosted ice cream social as a networking time.

ESP at the national level continues to consider many changes including dues structures, further developing the annual national meeting as a professional development opportunity and more direct involvement in legislative matters. Regardless of any changes actually implemented, change and regular consideration of change is necessary to maintaining a viable organization.

Awards, awards, awards. One of ESP basic objectives is to provide opportunity to recognize colleagues. As noted in Gail Carlson’s continuing communication, we all need to take the time to nominate deserving colleagues for the full range of ESP (and other organization’s) awards. Yes it does take some time and effort to submit nominations but really very little in comparison to the effort expended by deserving colleagues in pursuit of outstanding programs and service to others. Include time to make nominations in next week’s calendar.

The next ESP Board and committee chair meeting is scheduled for June 2. If you have any matters that you feel this group should address, let any one of know (names are last page of the newsletter).

Let’s all take some time before another spring gets away to consider what we need in the way of renewal. There are numerous opportunities whether organizationally provided PIEs or PDEs, professional association meetings and/or service or just planning (and actually taking) vacation time to renew and recharge ourselves professionally and personally. Spring is time for renewal, so renew!

Public Issues Leadership Development Conference
by Susan Mills-Gray, ESP Professional Development Chair

What a great time to be in Washington DC – tulips and pansies in full bloom as far as you can see and the cherry blossom trees in bloom are truly a magnificent site. The 1999 Public Issues Leadership Development conference was a great energizer for the delegation from Missouri. Patty Fisher, MAE4-HA President, Bruce Beck, MACAA President, Rick Mammen, UMEA President-Elect and Susan Mills-Gray, MEAFCS President-Elect and ESP State Professional Development Chair, attend the conference April 18-21.

The conference focused on helping Extension staff understand how public policy effects our programming efforts, as well as sharing tips for working with federal, state and local legislators to build support for Extension.

While there, meetings were held with the following federal legislators: John Ashcroft, Kit Bond, Karen McCarthy, James Talent, Ike Skelton, Pat Danner, Roy Blunt, JoAnn Emerson, and Kenny Hulshof. Most legislators and staff were familiar with Extension and were supportive of our funding formula. Our delegation shared recent programming highlights during each meeting, as well as the issue of the trend from base formula funding to competitive block grants and how that may effect local programming.

It’s definitely a conference that all Extension staff should attend at some point in their career!

Missouri ESP is on the Web
by Bob Schultheis, ESP Secretary

Missouri Epsilon Sigma Phi members are invited to point their Web browsers to http://outreach.missouri.edu/esp to stay up to date on ESP people, information and benefits. The site offers listings of the state officers and committee chairs, both on-line and downloadable versions of member newsletters and board minutes, plus links to other professional associations. Requirements for scholarships, loans and mini-grants are listed under the benefits section. Soon to be added will be regional membership lists and awards applications.

Anyone with suggestions on ways to make the site more user-friendly can e-mail me at schultheisr@missouri.edu. Please send any information you wish to contribute in Word97 format, if possible.
