Following the September 11, 2001 terrorist attacks on the World Trade Center, emergency response personnel and state and federal government officials used Global Positioning System (GPS) and Geographic Information System (GIS) technologies to manage response and recovery activities. For example, GIS database information helped to monitor changes at the site, track victims, locate hazardous materials, forecast environmental impact, and create response and recovery maps. In a similar fashion, if a plant biosecurity outbreak was confirmed in the U.S., GPS and GIS technologies could enhance decision-making during response and long-term recovery efforts. For producers unfamiliar with these technologies, how would you explain the difference between GPS and GIS? What is the potential of these technologies for enhancing plant biosecurity management?
