Welcome and Introductions:  Regional Council Chair Sherri Kempf called the meeting to order at 7:00 p.m. 

 

Approval of June 6, 2005 Minutes:  Sherri asked everyone to look over the June 6th meeting minutes.  ________________made a motion to accept the minutes as written.  ____________ seconded motion.  Motion carried.

 

Government Relations Update – Jim Snider, Assistant Vice President Government Relations: Jim presented a Power Point presentation on how Missouri has changed.  There were 12 new Senators and 39 new House members elected in 2004.  Three out of four legislators have been in office less than four years. 

 

Reminded members to keep stakeholders informed and invite lawmakers to see programs being presented in county.

 

Electronic newsletters are sent out to keep individuals updated on issues.  Contact your local Extension Office to get on list.

 

A report was given that the University of Missouri is educating 7,000 more students today than five years ago with $140 million less in State funding.

 

Members were questioned on how we can get individuals more involved in various aspects of Extension.

 

Invite individuals to local Extension office to become familiar with extension.

 

Information is available for each county on how their area is growing.  Contact Sandy to receive a disk with information.

 

Remember to get legislators involved and visit or e-mail them to keep them informed of what’s going on.

 

Engaging Youth & Extension Councils – Jo Turner

 

Jo reported that 4-H had received a grant to create youth positions on county Extension councils. We need to get young people in the 19-25 age group more involved with participation on councils and other civic groups. 

 

A survey will be forthcoming to consult with County Program Directors and Extension Council Chairs on how young people can serve.  A grant has been received to pilot a project on Youth Civic Assessment.  Around 20 Extension Councils will be selected to participate in this pilot.  The majority of the grant will be spent on training.

 

Hopefully, the application to participate in the pilot will be out by October 1st.  Need to find out what are goals and how extension serves youth and adults.

 

County’s Role in the Program Planning Process Calendar and Details  - Mark Stillwell discussed the Plan of Work Process for 2007-2011.  This is a new era for University of Missouri Extension. 

 

The ongoing Plan of Work cycle is:

 

1.                  Statewide and local needs assessment

2.                  Staff and County orientation and training

3.                  County and Regional needs identified

4.                  State Priority Programs identified

5.                  Local Plan of Work created

6.                  Program Implementation

7.                  Program Assessment and Evaluation

 

Members were reminded that on October 4th, a Regional Plan of Works perspective would be held.  County Program Directors will enter date into OSEDA.

 

Discussion was held concerning important needs.

 

Leadership and timeline information was given.

 

            October 4th – Regional Discussion Group

            December, 2005 – State Priority Program Identified

            January-July, 2006 – Local Plan of Work created.

Mark thanked everyone for their help, leadership, and dedication to University of Missouri Extension.

 

Mark reported, “Our New History is Before Us!”

 

Regional Travel Upate – Mark Stillwell – Mark presented a handout on detail income statement.  Mileage is going up from 40-1/2 cents to 48-1/2 cents.  The bottom line is that we are in good shape now – however, if costs go up, may have to make adjustments.  Projections are for about 5% increase in budget.

 

The next Regional Council meeting will be held on Monday, January 23, 2006 at 7:00 p.m. at the Boone County Extension Office.

 

Dana Binder made a motion to adjourn.  Jayne Wehmeyer seconded the motion.
