UMC Staff Present:  Darlene Beaman, Dr. Mark Stillwell

Welcome and Introductions:  Chairman, Larry Lackey called the meeting to order at 7:05 p.m. Mr. Lackey welcomed everyone, noted the excellent participation, and asked that everyone introduce themselves.

 

Review Previous Minutes:  Mr. Lackey presented the minutes of the June 7, 2004 CM Council meeting.  Charlie Christlaw of Howard County made a motion to accept the minutes as printed. Steve Curtis of Audrain County 2nd the motion.  Unanimously approved.

 

UMESC Report:  Mr. Lackey gave a short review of minutes of the last UMESC meeting.  At the meeting UMESC had reviewed its’ By-Laws, discussed attendance at Council to Campus Day, visited with Dr. Jo Turner regarding 4-H programs, and Beverly Coberly about positions.

 

Regional Staffing & Vacant Positions Update:  Dr. Stillwell gave a presentation of the Central Missouri Staffing Plan as of September 13, 2004.  He reported the Benton County Livestock and Boone County 4-H Youth Specialist positions have been filled.  Morgan County Agronomy position has not been filled.

 

Mr. Lackey stated Action Item #1 and asked for discussion.

Action Item #1:  Does the regional council support the recommendation of Cole County Extension Council to change the Natural Resource Engineer Specialist position to a Horticulture Specialist position?  Total Vote   9 Yes 0 No

Mr. Lackey noted this leaves only one Natural Resource Engineer position in the Central Region.

 

Mr. Lackey stated Action Item #2 and asked for discussion.

Action item #2:   Does the regional Council continue to support the priority ranking of (1) Audrain County 4-H Youth, (2) Pettis County Ag Business and (3) Cole County Horticulture as recommended at the June 7, 2004 council meeting?

Council Training from the Council Leadership Development committee:  Ron Higginbotham gave a presentation “What is the Council’s Role in Program Development”.  Mr. Higginbotham asked the group if local councils preferred cluster sites for council training programs or ITV sessions.

Scheduled locations and dates are as follows:

            Morgan County – Versailles                  November 30, 2004 at 6:30 p.m.

            Saline County – Marshall                      November 22, 2004 at 7:00 p.m.

            Cole County – Jefferson City                (undecided)

            Boone County – Columbia                    November 3, 2004 (time to be announced)

The training module will be “Council’s Role in Program Development”.

 

Regional Travel Account:  As printed on agenda; the travel allotment increased last year.  The account appears to be in good shape with about $12,000 balance as of July 1, 2004.  No planned increase for 2005.

 

Review of up coming elections:  Mr. Lackey urged council members to get to know candidates in the up coming election, and their support of Extension.

 

Mr. Lackey asked for input on the date and place for the next meeting.  It was decided that the next meeting will be December 6th at 7:00 p.m. at the FAPRI Center in Columbia.  He asked council members to bring a positive idea that your council does to share with the group.

 

Adjourn:  A motion was made by Bob Killius of Morgan County to adjourn the meeting.  H.C. Russell of Boone County, 2nd the motion.  Meeting adjourned at 8:55 p.m.
