Welcome and Introductions: Chairman, Larry Lackey called the meeting to order at 7:00pm. Mr. Lackey welcomed everyone and introduced the executive officers.
Review Previous Minutes: Mr. Lackey presented the minutes of the March 1, 2004 CM Council meeting. Wayne McReynolds made a motion to accept the minutes as printed. Bob Killius 2nd the motion. Motion carried.
MECCLC Report: Mr. Lackey reported that the name of MECCLC had been changed to University of Missouri Extension State Council (UMESC) during the May 18, 2004 meeting of the council. Mr. Lackey also reported that UMESC Chairman, Tony DeLong had recently been hired as University of Missouri County Extension Membership and Marketing Coordinator, and that a new UMESC chair would be appointed.
Regional Staffing & Vacant Positions Update: Mark Stillwell encouraged council members to look at the Regional Council By-Laws to understand their roles as regional council members. The by-laws are available on the web site. Dr. Stillwell presented the Staffing Plan. The plan showed what positions were in each county and which of the positions are currently filled and which ones are vacant. Central Region currently has 11 vacant positions. Dr. Stillwell reported he had been working with the Cole County Extension council to consider changing their Natural Resources Engineer position to a ½ NR Engineer/ ½ Horticultural position. He stated that Saline County does not have the funding for their vacant NR Engineer position. Dr. Stillwell reported that Pettis County does not have funding to support the purposed Nutrition position.
Dave Baker stated he did not support generalizing any positions, which had been suggested by councils, and that Dr. Henderson has stated that the UOE will continue the specialist system. Mr. Baker also reported that the University has shortened timelines to make the hiring process quicker.
Dr. Stillwell reported he believes that within the next 90 days 14 of the vacant positions, statewide, will be opened. He is hopeful that Central Region will be able to fill 1, maybe 2, of its vacant positions. He then opened the floor for discussion and asked the council to consider what it would recommend as the top priority positions to fill. After a lengthy discussion a paper vote was taken in which each county listed the top 3 positions they recommend to be filled. The results are as follows: 1: Audrain County 4-H Youth 9 votes
2: Boone County 4-H Youth 8 votes
3: Pettis County Ag Business 6 votes
4: Cole County NR Engineer/Horticulture 5 votes
Morgan County Ag Business 1 vote
Pettis County B&I 1 vote
Review State Budget Expectations: Dave Baker reported he expected the State and Federal Budgets to be flat and possible state funds withheld after the first of the year.
Update CLDC Meeting and New Training Modules: Sherri Kempf information from the CLDC meeting. She “Thanked” councils welcoming the training groups. She reported they are working on new modules for councils and also CPD’s. Mrs. Kempf reported that the small nucleolus groups training sessions had worked well and were well received by council members.
Trainers/County Council Feedback: Council members stated the training had been very good.
Adjourn: A motion was made by Dana Binder to adjourn the meeting. Sherri Kempf 2nd the motion. Meeting adjourned at 9:15pm.
